Abstract.  The scientific article is devoted to the processes of “digitalization” of the economy in modern Russia. The subject of research interest of the authors is information and documentation management systems, which, according to the authors, were the basis for digitalization of the public administration system. The aim of this paper is to identify the deep characteristics of digitalization of the public administration system by analyzing the dynamics of transformation of its information and documentation support system. Using methods of retrospective analysis of the transformation of this system, as well as elements of the interpretation analysis of documents, the authors outline and specify the essence of the concepts of automation and Informatization, digitalization of public administration and digital society, establishing their interdependence and continuity in the historical retrospective of public administration reform in the modern history of Russia. The scientific novelty of the research consists in the fact that the transformation of information and documentation support for management is described as a process of role transformation of human-machine interaction. The authors came to the following conclusions: in the phase of streamlining of information and document management employees uses a car as a means of optimization of technical processes, automation relies on human – machine system, where all its elements (human and machine) complement each other, further a society moves to a system of machine – people (service machine), when in most managerial situations algorithmizing machine takes decision independently, i.e. it manages the situation, and finally, at the present time, a course has been taken to create an environment of a high-tech digital platform for public administration, which will ensure the minimization of the human factor (that is, human participation in decision-making), and thus a decision-making mechanism based on machine analysis of the real situation will be launched. The conclusions that the digitalization of management is a graduated value, which is based on the system of its information and documentation support, can be used in further research in the field of state and municipal management.
