Abstract. The most important and defining indicator of social well-being of a society is the level and quality of social services and social assistance provided to the most vulnerable part of the population. The main issue of the research is to study the possibility of bringing the social service system to standard indicators, taking into account changes in the quality and quality indicators of the corresponding population content; it is to study the possibility of private investment in the development of social institutions. The purpose of the study was to study the relationship between the costs of building and equipping social institutions, the number of people living in them; to study the possible amount of revenue from paid services that are provided in various types of social institutions. Results. On the basis of a large statistical material on the financial and economic activity of various types of social institutions, regression dependencies were obtained between labor costs, capital strength and the final results of the activities of social institutions. A model was constructed for changing the number of people in need of social support depending on changes in external factors, which allowed us to determine both the direction of development of social development infrastructure and the possible amount of paid services. Conclusions: 1. the Social status of social service institutions is in conflict with the laws of labor Economics. 2. an economic model for assessing the socio-labor and socio-production characteristics of social institutions is Proposed and implemented. 3. a methodology has been Developed to assess the amount of investment required for the modernization and development of the social service system.
