Abstract. Physical culture and sports are a necessary condition for the development of society, as they create opportunities to identify people’s abilities, meet their interests and needs, and activate human capital. The purpose of this article is to present the results of the analysis of the current state of the sphere of physical culture and sports, to identify key issues of its functioning and on this basis to formulate priorities for the development of the industry in the context of strategic planning of socio-economic development of the city (in the city of Rostov-on-don). The study used special methods of scientific knowledge, such as functional and structural, systemic and comparative analysis and statistical techniques that allowed to characterize the current state and problems of the sphere of physical culture and sport at the municipal level, to ensure the validity of the developed proposals for the further development of this sector. A study conducted by the authors-members of the working group on “Physical culture and sports” in developing the Strategy for socio-economic development of the city of Rostov-on-don to 2035 and the plan for its implementation. To understand the further ways of socio-economic development of the city in terms of improving the efficiency of the functioning of the sphere of physical culture and sports, the need to identify external trends and prerequisites was emphasized. The vision of the expected transformational effects as a result of the implementation of the proposed measures for the development of the industry through the appropriate mechanism is given.
