Abstract. The subject of the research. The paper describes the problem of insufficient efficiency of the economic methods of spectrum management which are currently used in the Russian Federation. The objective of the paper is to assess the most controversial provisions of the regulatory and legal framework in the field of spectrum management in Russia and to offer some possible solutions for its improvement. Methods and methodology. This paper analyzes the regulatory and legal framework in the field of spectrum management in Russia, examines in detail some provisions of the Methodology for calculating the size of a one-time fee and the annual fee for spectrum utilization in the Russian Federation, as well as the Rules for establishment and collection of these fees. Results. The article shows the insufficient validity and efficiency of the economic methods of spectrum management applying in the Russian Federation, and offers proposals for improvement. The scope of the results. The results obtained can be applied to improve the regulatory framework in the field of spectrum utilization in Russia.
